Payment of Pay and Allowances through Electronic Clearance System (ECS)
 
 

Since Feb 2000, all Gazetted officers coming under the admin control of JS (T) & CAO have been receiving their salary through Electronic Clearance System (ECS). Subsequently, from the month of Nov 2002, the facility was extended to all Non-Gazetted employees (except Gp ‘D’ employees) under the admin control of this office. Even among Gp 'D' employees, more than 65% employees have voluntarily accepted to draw their salary through bank and this facility has been extended to them.

   
  This has provided the employees the advantages of personal banking system, like All India banking facility, Zero balance savings account, Free ATM Cards & Personalized cheque book, etc. Further, on introduction of ECS, the requirement of obtaining formal aquittance from employees (obtaining signatures of officers/staff on revenue stamp in the pay bills) has also been dispensed with.
   
 

Recently, Ministry of Finance has issued a directive that all employees (including daily wagers) should be encouraged to open bank accounts and accept salary payments through cheques in order to minimise the Banking Cash Transaction Tax (BCCT) liability of the Government.
