Powers delegated to Dy Chief administrative Officer (A)
 
  Dy Chief Administrative Officer (A) has been delegated the powers of Head of Office (HOO) in respect of civilians serving in Armed Forces Headquarters (AFHQ) and Inter Service Organisations (ISOs) and is authorized to sign communications and documents of financial and administrative character. Further, Dy CAO(A) has been delegated the following powers vested with JS (T) & CAO :

Powers to sign communications and documents of financial character relating to fixation of pay etc., in respect of civilian employees (both Gazetted and Non-Gazetted) serving in AFHQ and ISOs.
To dispose of cases relating to grant of special pay, in respect of Machine Operators serving in Army Headquarters and ISOs.
To sign sanctions of time barred claims which are more than 12 months but less than 6 years old (3 years in case of involving payment of arrears on account of re-fixation of pay), and time barred medical claims which are more than 3 months but less than 6 years old, in respect of civilians non-Gazetted staff serving in Army Headquarters and ISOs.
To sanction advances and withdrawals from GP Fund in respect of Officers and staff serving in Army HQrs and ISOs.
To exercise the powers of controlling officer for accepting declaration of Home Town in respect of Officers/Staff employed in Army HQrs and ISO under his administrative control.
To authenticate Movement Orders in respect of Civilian Staff under the Administrative Control of JS (T) & CAO.
